Joint Committee on the Constitutional Amendment on Children: Second Report

The report sets out the conclusions and recommendations of the Committee on the proposal to amend the Constitution to give legal authority to create offences of absolute or strict liability in respect of sexual offences against or in connection with children. In presenting this report, the Committee makes 39 recommendations to strengthen the protection of children from sexual exploitation and sexual abuse, facilitate the appropriate prosecution of perpetrators and enhance the protection of child victims of sexual offences in the criminal justice process.
